Photoshopping's been illegal since forever and rightly so because it involves harm to a real child. It has nothing to do with drawings. In fact photoshopping is what the Protect Act was originally designed to prevent, the drawing part tacked onto it was an unconstitutional overreach by a lawmaker looking to score social conservative points.
