Wow, this one's obscure even by my standards. It's a 1-episode "prototype" for the longer Guyver OVA series that was released subsequently. I decided to post this message purely for archival reasons - I don't expect anybody will rush right out and try to find it.
Anyway, the show has two short scenes of a schoolgirl with her arms chained above her head. In the first, shortly past the 20:00 mark, she's seen on a "low resolution" monitor so the picture is (intentionally) bad. In the second, shortly past the 30:00 mark, she's seen directly so the quality is much better. (Later she's in a prison cell but is not otherwise restrained.)

The only Guyver scene that I knew so far was that from OVA 3. Nice finds.
