Oh wow! Nice find! Even though there have been a bunch of different Scooby comics throughout the years, this is the first time I have ever seen either Daphne or Velma actually gagged in one, though I haven't been able to check them all.
I do know of one issue from one of the 70s Scooby series where Daphne gets a quick, 1-panel handgag from a villain, but there's no subsequent gag. I also had the Gold Key "Which Witch is Which?" issue a few years back, but that is an incredibly dissapointing scene compared to the cartoon because she's not gagged at all. I ended up re-selling these two issues and a bunch of others but I think I scanned those scenes before I did, so I could post scans sometime if anyone really wants to see them.
Also, many years ago I did hear about another scene with Daphne, but I don't know if there was really any truth to it. If it does actually exist (and I kinda doubt it does) it's one of my Holy Grails though. As I recall, the person said that it was a comic adaptation of the "Menace in Venice" story where Daphne is kidnapped and put in a sack by the Ghostly Gondolier. The person said that she also gagged in the comic version though, unlike the cartoon. I have tried to find more out about this over the years but I've never even heard of an issue that adapted that particular story, at least here in America. But I seem to recall this person was from Spain or South America or somewhere else, so I've always wondered if maybe it was a foreign-exclusive Scooby comic? Either that or maybe the guy simply had a case of scene creep in which he imagined that the cartoon scene would be better than it actually was.

Well sorry to say guys, but I actually just went and looked this up to find out for sure, and it does sound like a case of scene creep with the cartoon and nothing more. I think my confusion about this being reffered to as a comic scene came from the fact that this guy posted that message in a reply to another message asking about what Daphne scenes existed in the comics. I just didn't catch that part when I saw this all those years ago. At any rate, he was experiencing some major scene-creep with his memories on the cartoon scene.
Daphne does get put in a bag in "Menace in Venice," but she's not gagged at all and she isn't put into a closet, but rather a jail cell, and untied at that point. There is one horribly cruel gag-tease in that episode though where the gang comes to find her and she and this other captured guy are not seen but sound like they're mumbling through gags. The gang frees them from the jail cell but it appears that it's just overdone voice-acting to make their voices sound muffled in coming from behind a wall, because there's no visible sign that they were actually gagged.
