Now as for that
Speed Racer scene, I have heard of it before also. As Kalindorf mentioned, the rumored scene is from
Speed Racer X, which was the American title given to
MachGoGoGo (1997). This aired on Nickleodeon in 2002
but only the first 11 episodes were aired in the U.S. The original Japanese version actually had 34, so there could be even other DiD scenes we haven't heard about. I've looked for this show many times in years past, but it's always proven to be extremely rare and difficult to find in either its Japanese or American versions.
I don't know whether a scene exists in it or not. What I can tell you is that I first got the alert on it from the master-list of anime gag scenes from this Japanese website:

The entry on the list there says that it is episode #11 and a Google translation of the Japanese ep title yields the following: "
Pegasus glorious resurrection bet! Yomigaere". The translation of the character info box yields: "Voice actor / wife of the guest drivers". This is actually backwards of how it's written in the Japanese, but the meaning is clear: the character in question is
a wife of one of the guest drivers and the voice actress is unknown, so they just put VA down for that. The far-right colum on this list never seems to have any relevant descriptions of the scenes, it's just used to credit/thank the people who alerted them, in this case someone named Mr. Okuda.
This scene may or may not be for real. I don't know because I never got to see the show when it aired here. The alert sounds credible though. I will say that a few times scenes mentioned on that list have turned out to be a tie-up only instead of a gag, a dude instead of a girl, wrong episode #, or they just don't exist at all. But overall that thing has been really, really accurate for documenting gag scenes in anime. I would say like 95% accurate. So I wouldn't be surprised at all if a gag scene really exists in it.
In the American version, episode 11's title is "
