In this horror film from the early 1990's I remember a scene from this film where this lady cop, I think is the main characters mother, investigate stranges going on at a movie theater and after that scene she is trapped from head to toe in cement while she is gagged with duct tape. She remains that way throughout the entire movie.

You're misremembering it. She's not a cop, she's in a body cast if I remember correctly, and it is only at the end of the film
