This is cap has been an oldy in the DiD community for a long LONG time since its time on Gag and Boots site 
Sadly it's a pretty rare toon being just an Olympic mascot based show. I've been looking for traces of the show for years and I'm sure others have too. So far it's come up empty save the opening theme and some tiny clips that I know of.
Maybe something in the future will yield better results. Or some teamwork from the board members like with that Doraemon scene.

Yup, I've had that cap for well over 10 years now ever since it first appeared on the long-dead Japanese site "Gag & Boots."
Like Suicide said, this is an extremely rare anime and I've also looked for it dozens of times over the years and found basically nothing. A while back I did manage to find one episode on youtube by the Japanese title, but it had no scene or DiD.That's the only full episode of it I've ever seen online. I would rank this show as a 10-out-of-10 on the rarity scale, so if anyone can manage to ever find a video of this scene, give yourself a pat on the back, because you've really accomplished something.
Unfortunately, I doubt that will happen anytime soon. This show seems so rare that unless there's some Japanese fan out there who taped a bunch of episodes back in the 80s and can put them online, the odds are pretty bad that we'll ever see this in motion. The only other hope is maybe if the company ever decides to put it on dvd. Not likely, but who knows, maybe they'll get inspired by the upcoming London Olympics?
The thing I've always wondered about with this one is whether there is any more to the scene or not besides a few frames of the chick being OTS carried by somebody (a brown somebody no less...a bear perhaps?
) while b&g. That could be all there is to it, or there could be more. The guy who made and ran "Gag & Boots" didn't tend to make that many screencaps for each scene, usually just enough to give a taste of the scene. I know of some scenes and I'm sure Suicide does too where there turned out to be more to certain scenes than what he showed in the few caps he made. There were only 3 for this one (I still have all of them btw). There might not be any more to it, so I wouldn't get your hopes up, but it's possible. BTW, I believe this red-haired cutie's name is either Canary Karina or Karina Canary, not sure which way because I think I've seen it both ways on different sites before.
If you guys ever search for this show, you're probably best off trying to find it with the Japanese text title. Unlike many animes, I don't think this one was ever broadcast outside Japan, so it's probably impossible to find it by another language title. That and if you search in English with "Eagle Sam," most of the time you'll just come up with that blue eagle Muppet character.
