This is basically a make-up from Fox to Sutherland. They promised him they'd be running a 24 movie and he literally turned down years worth of roles in anticipation that his schedule would be set for a set of 24 based movies. Fox reneged on this deal and basically gave him the show Touch and this revival as a form of compensation from yanking his string and costing him tons of revenue in movie commitments.
