Anime Sightings Old and New - Urashiman

I saw the first half of this SF cop show many years ago, long before I had heard of WestCiv or even its predecessors. But it wasn't until recently that I finally found the last half. I discovered that it has a CID scene in episode #39 around 16:10 - two cops are shackled to a wall with some sort of energy restraints. (I don't recall that the first half had any scenes of interest, but that was so long ago I can't say so definitively.)
