Scene from previous board?

hi im trying to remember the name of ova i believe from the early 90s that was posted on the previous board i think it was based on a fighting game but not completely sure anyway the girl who wears a light green shirt is captured by the bad guys the main guy has to go undercover to a fancy party and wears a suit to blend in i dont remember to much but they keep the girl in the back and towards the end the bad guys try to take her on the helicopter but is stopped if anyone remembers would greatly appreciate it.

Hmm...do you have any idea what the main guy was? Was he a detective, a professor, etc.?

not exactly but i think he looked like one of the street fighter guys from the games
