I was inspired by Hypercat-Z to see what I could do with a still image from a cartoon using vectorized objects only. I feel like I was cheating a bit though since I use a chrystal-sharp HD-screenshot as base.

I too found that manip really well made.
Taking what HCZ said I decided to give it a test. Not an anime girl I find likeable, but one I could a decent portrait shot of with little effort, in this case Code Geass's CC. It was either her or Yuri from Magikano and since I am in no mood for to find anything after a google search failed me- and I am off topic.
Edit: Here is how I attempted mine, this time using Nobunaga The Fool's Jeanne 'DArc.
Step 1: Get a picture: http://s22.postimg.cc/o5tklm0wh/001.jpg" onclick="window.open(this.href);return false;
Step 2: Construct the outline on MS Paint, use the select tool to cover the mouth, and quintuple the size (unlike CC I used a smaller line size for Jeanne, that caused some filling problems later so do not use the smallest size): http://s22.postimg.cc/hx88s13bl/002.jpg" onclick="window.open(this.href);return false;
Step 3: Save as a jpeg, upload to pixlr, and use the fill tool with a color you want, any skin in the gag left should be used with fill/pencil/brush tools: http://s22.postimg.cc/9p6b71bf5/003.jpg" onclick="window.open(this.href);return false;

Step 5: Reduce the picture back to its normal size and use blur on the gag portion; since this pic is not huge I will post it normally:
Now if only I can make my borders look so edgy.

I understand that this isn't helpful for those who do not have photoshop, but I thought I will just show this to those who have it or something similar. The point is that when you add a gag on a cartoon it's possible to use the Pen Tool to make nice curved lines. I made a quickie to show you. If I make tapegags I prefer to make them into a tape rather than following the base of the chin, but I made it similar to the other edits just to show the trick.

And Pixlr has nothing similar to a pen tool. That is just great.
Edit: A failed attempt at going what Rick demonstrated that ended up doing some of HCZ's techniques since Pixlr has less photoshop tools than I thought. The girl in question is Ergo Proxy's Re-l. Thankfully for me the shadows were so thick it made the fill tool more precise.
