Yes Daphne is a DiD Queen for sure. But to the show creators and general public its just a character trope that is associated with her since her nick name was established back in the original series of "Danger Prone Daphne."
One should not assume that the show (or any show for that matter unless it's specifically obvious like Empowered or other fan-service based media) is, was, or ever will be produced to cater to DiD lovers. I wouldn't even say that it is a significant portion given Scooby Doo's popularity.
It's safe to assume no one started producing Scooby Doo Mystery Incorporated because they were longing for Daphne/Velma DiD.
This is a case of the animators not animating the scene. That's all. The script probably said "They find all the circus people bound and gagged." No specifics given and thus they arbitrarily decided to show what they showed when story boarding. That's all.

I was just re-watching the movie and noticed that there weren't any caps of Lena while she still had some ropes on her, and also one of the cutest outfits that Daphne ever tried on.
The funny thing is that although there were only 4 persons that were tied up (& gagged), I'm not really convinced about the strongman, all of them could have fit in one single container, not in 4 or five.
