Basically the whole plot is a mix-up kidnapping, same as a combination between Kidou Keisatsu Patlabor_TV 18 and Mahou no Yousei Persia_TV 3. Because the wrong kidnapped damsel enjoyes her situation

Hachifuku's bbs gave a further explaination,

That damsel is not from 1990 OVA "Shocking Pinky Girl Momoko",
but from a very very very rare OCVP "Momoko", made in 1989. (OCVP means Original Comic Video Picture)
