Hmm. Well it depends how big the game will be ?

Maybe you can leave the same theme, but make it on different levels; were the numbers of the damsels increase or change characters.

Regarding the eg. of damsels I was thinking of some shows that each had at least 5 damsel scenes; and from them to pick the best damsel at her finest moment:
Lupin III - Fujiko, Batman TAS - Catwoman, Superman TAS - Lois Lane, Kaiketsu Zorro - Lolita or her mother, Reporter Blues, Night Hood - Kelly Kincaid, Inspector Gadget - Penny, Sandokan Trilogy, Detective Conan - Ran; or from a hentai series Angel of Darkness, Isaku-Kisaku-Shusaku, etc. I didn't mention April because she already was included in the previous game.
