This is an old Broderbund computer game about the (fictional) last trip of the legendary Orient Express involving spies and political intrigue.
Near the end of the game, some Serbian militants take over the train and B&G the male protagonist. After he escapes and fights off a guard, he finds Anna, the main female, with her hands bound and cleave gagged. Anna speaks through the gag telling the hero to remove it, and after she is untied and freed, she tells him "you could've taken off the sash first." Rather short, but still pretty good.
