it probably isn't but the art style reminds me a lot of Sazae San. I highly doubt that scene is from Sazae, but it wouldn't be the first did scene from that series (can't find a cap atm)

Judging by the style, it's probably vintage, I would say 80s.
It looks familiar, I think I saw it before some times ago.
