Not really sure what the context going on across these issues, near as I can figure they were trying to set up a new arkham and it all went to hell.

The doctor is Dr. Chase Meridian; yes, the same character originally created for "BATMAN FOREVER" in 1995 and played by Nicole Kidman. After 26 years, DC Comics finally decided to add her to the official canon in 2021 with the "Arkham Tower" arc. The gist was that since insane asylums went out of vogue in real life in the 1980's and Arkham Asylum was usually just a prison, Chase wanted to redesign it with a new mental health model. Obviously, things went very poorly. But the bondage was good.

In 1057 a woman has her hands taped/tied in front of her.
In 1061 2 woman are tied and blindfolded but only 1 is gagged.
