Blaster Master Zero 3

At the start of the game, the main character and his partner/support droid Eve are attacked by the military of Planet Sophia and imprisoned. Eve is shown with odd shackles attached to her thighs and wrists:

Can't they just bind her properly...?

She's an android and the military believes she's a super-powered mutant from the Invem Dark Star, so I assume that has something to do with her being bound that way. The demo for the game doesn't really go into any detail about it, unfortunately.
