Anime Sightings Old and New - Double Decker

A few minor scenes in, to give the full title, Double Decker: Doug & Kirill:

1) episode #4 starting around 13:00, a young lady is handcuffed (arms behind)

2) episode #4 starting around 17:45, CID with arms chained overhead

3) episode #9 starting around 6:00, a (different) young lady is blindfolded - restraints are implied but none seen

4) episode #10 starting around 15:45, CID (oops, I've forgotten the details of the situation)

OP is correct, it is a boy in episode 4.

His name is Kirill Vrubel who's a rather androgynous looking bishi.
