The first episode of Batman Beyond comes to mind.

If you're talking from episode start to moment of capture or tie up, Totally Spies episode "First Brat" is the first one I can think of.
If not, then Release the Spyce wins. The characters start off episode 11 bound and gagged but were captured at the end of episode 10.

I can't think of many shows where there's a DID in episode one.
For anime, there's Bosco Adventure, for western animation, there's Batman Beyond, as suggested earlier.

In that case, of the ones I listed, Nobunaga the Fool is probably the fastest, followed by Iria Zeiram. Nobunaga's scene is like 10 seconds in while Ira's is about 27 seconds into its first episode.

Then again, there's also Bakuman 2, in which the DID scene is at the very beginning in one of the main character's fantasy sequence. But it's technically the first episode of a series' second season. Does that count?

I guess Bakuman 2 is quite late, since I'm going for from the very, very beginning.
