In this story, it turns out the riddler played with Batman during years, he was not crazy at all, his goal was to gather information at Arkham in order to find a legendary treasure and to be underestimated by the Bat. So all his plots only served this goal, and in reality he prepared himself with great care, proving to be a ruthless and logical criminal, expert at firearms and martial arts.
Dr Chase Meridian, the character we see in the (bad) movie Batman Forever, understands he is perfectly sane. She gets again captured by the riddler and receives full treatment with cleave gag, in order to serve as a hostage in case the dark knight comes by.
