I'd ask why Felicia's written as a generic villain now, but I don't really want to know the answer. Anyway, on topic; is this the first time we've seen her tie somebody up? Cause, I don't remember any others.

While Doc Ock was posing as Spider-Man he humiliated and beat the shit out of her before turning her over the cops. She thinks it was really Peter and feels betrayed so she's trying to take him down now.

This is the first time I've seen her bind and gag someone. The bondage thing is usually more Catwoman's thing.

She bound and gagged a nurse (an overweight nurse) in Amazing Spider-Man #226 while escaping from a Mental Hospital.

WOW! I didn't even see the two behind her in the panel while I was reading the issue XD Show how much attention I am paying.
