Here's short gag scene from Joshiraku episode 2...sorta. The four girls involved aren't really gagged per se, they just happen to be wearing medical masks that muffle their speech beyond comprehendibility. Gags in function, if not in name.

This is delicious! There is a similar scene in an anime whose episode featuring it is coming in a dozen of days or so (I'll post it). The anime is older and the "damsel" is one, but the scene is longer. It's also mentioned she can't talk because of that until she gets recovered and she can take her mask off. And here I thought THAT scene was unique, if we don't count that scene with momoka in that episode of Keroro.

Ooh, I think I've seen a screencap of that scene, actually. Do you know what's going on and why people are wearing those masks? Is it to keep them from yelling hints to the contestants or what?

there was something which a seal
I believe it's episode : Seal of Approval
but I cant find anywhere this episode

Also here is the description from isoperil for the Dennis the Menace scene "In another episode Dennis and two other kids (the black boy and Gina) break into Mr. Wilson's house and cause trouble with a "pet" seal. In part of that episode, the seal breaks into the bathroom and wraps toilet paper around the 3 kids pinning their arms to their sides and the kids close together. Then the seal plays around with a bowl of apples and 3 apples fly into their mouths (which are wide open as they stare at them), gagging them. The kids then spat out the apples. They got free when the seal unwrapped them."
